由使用者提供內容的網路媒介，幾乎成為了當前最主要的「新媒體形式」與「商業模式」。因此，國際上主要的經貿調查單位「經濟合作與發展組織」（OECD，The Organization For Economic Cooperation And Development），便於2007年的研究報告，首次針對「參與式網站」（Participative Web）以及「UCC」（user-created content）進行了國際性瞭望。
首先，該報告將UCC定義為：
一、 內容透過網路公開傳散（content made publicly available over the internet）
二、 於該內容中往往投入許多個人的巧思（which reflects a certain amout of creative effort）
三、 並非由專業人員或組織所例行生產的（which is created outside of professional routines and practices）
在跨國性的研究中發現，青少年族群使用ucc的比例很高（例如南韓的網路使用者接有個人網頁或部落格者超過50%），而科技、社會、經濟和法律等層面的影響，造成了這些現象的產生。而本書特別關注在UCC及參與式網站所形成的新商業模式，因為傳統媒介的商業模式，往往是建立＂守門人＂（gatekeeper）的專業要求上。而新的商業模式，則往往以免費或無償的方式打開市場，而漸漸在各個環節上製造商業加值，主要的模式包括了：voluntary contributions、charging viewers for services、advertising-based models、licensing of content and technology to third parties、selling goods and services to the community。此外，本書中也可見到許多跨國的網路使用行為統計，值得參考。其他章節包括：
